  about:startpage missing if default search engines isn't Google or
  Yahoo

Bug description:
  ## Issue

  new Firefox windows contain 404 error message and "The requested URL /11.04/Bing/ was not found on this server."  or
  "The requested URL /11.04/Ask.com/ was not found on this server." 

  ## Environment

  - Natty 11.04

  - Firefox

  - Default search engine not set to Google or Yahoo

   Steps to reproduce:

  - set default search engine to Bing, Ask.com etc. in search engine
  dropdown

  - hit Ctrl+N to open a new window
