Desktop sometimes comes up with undisplayable screen resolution

Bug description:
Hello,
the PC from which I'm sending this report sometimes fails to boot into
the desktop properly (which desktop environment doesn't seem to
matter). In the failure case the following happens:
- The Plymouth Ubuntu splash gets displayed, but it looks distorted.
Flickering horizontal artifacts are shown all over the screen, it
looks a bit like a CRT Television with low signal.
- When the desktop is loaded (via autologin), one can see short
glimpses of its wallpaper, but after a few second the screen becomes
black and remains that way. The monitor _does_ seem to receive a
signal though.
- It is possible to switch to TTYs and to use them, but they show
similar artifacts like the Plymouth logo.
- If I query the display information on the monitor's OSD when the
screen is distorted, it reports a resolution of 1681x1050 or
1683x1050, which is 1-3 pixel bigger than the native horizontal
resolution of the 22" LCD screen.
Switching between different resolutions via entering 'xrandr --size
1024x768' blindly, followed by 'xrandr --size 1680x1050' brings up the
native resolution properly.
This does not happen on every boot, only in ~10-15% of the cases. I
was not able to find any pattern so far in the occurence of this bug.
The only thing I observed is that it _never_ happens when Windows XP
is started, thus my assumption is that the bug is related to the
xserver-xorg-video-radeon driver.
I tried to specify the correct resolution explicitly on the kernel
command line(adding video=DVI-I-1:1680x1050 ) but this has no positive
effect.
The monitor is connected via DVI.
Below is a video attached that tries to show how the TTYs look when
this bug occurs. Notice the abnormal blue lines, which are constantly
flickering.
