[Bug 1516442] [NEW] dist-upgrade freezes if config files modified
Public bug reported:
Certain packages such as proxy contain configurations files which can be
modified by the user. If there is difference between the file on disk on
what is expected dpkg pauses and asks the user what to do. do-release-
upgrade which is used by muon to upgrade in graphical mode does not
present any notification of this or a way to supply this expected input.
As a result it will hang indefinitely on encountering such a condition.
Possibly forcing the use of recovery mode or a complete reinstall to fix
the resulting system state.
