[Bug 1517059] [NEW] Ubuntu keeps trying to connect to a WiFi network while plugged into an ethernet

My network cable is plugged in but NM shows it is trying to connect to WiFi.
This happened on Ubuntu 15.04 and continues after upgrade to 15.10.
I have a RTL8723be card and it is hardly working correctly, but that is a whole other issue.
1) Ubuntu 15.10, 64bit
2) network-manager:

3, 4) Expected is that when network cable is plugged in and obviously I
have a stable, well running connection, NM should not try to also
connect via WiFi. Also expected that when I pull out the cable, the WiFi
would connect. Instead the wifi shows connected but there is no internet
activity.
