Add nmcli nm enable false in rc.local file just above exit 0.

Status in gnome-control-center package in Ubuntu:
  Confirmed

Bug description:
  In Ubuntu 14.04 LTS go to  All Setting->Network->Wired
  Wired connection is on when I start the system.Even when I stop it and restart the system it is still on.
