I think a workaround is to use xinput.
xinput
# Note down your touchpad device id
xinput set-prop device_id SynapticsEdgeScrolling 1 1 1
# the default is 0 0 0

So maybe we need to add a GUI component to the control centre to toggle this.
And while we are at it, we should try to integrate as many settings from the synaptic drivers as possible. A lot of people are put off by being unable to configure their trackpads.
PS: I am new here. Actually my first comment and appearance here. (I just made an exclusively for this issue)
I was hoping if someone would be kind enough to tell me the file which may need to be modified for the fix. I would like to get my hands dirty and this seems like something easy.

3) What is expected to happen is when one logs into the GNOME Session
Flashback (Metacity) touchpad scrolling with one finger on the extreme
right works by default, or if not, it's configurable via GUI.
4) What happens instead is it is not.
WORKAROUND: Two finger scrolling works.
WORKAROUND: If one logs out, and logs into either xfce or Xubuntu, one
finger scrolling works. Hence, this would appear to be an issue with
GNOME Session Flashback (Metacity) versus HW or other problem.
