I've noticed that tab completion doesn't work for eog if I'm trying to
do completion on a ppm file.  If there are, say, jpeg files in the
directory, tab completion works.  But with ppm files, tab does nothing.

Here's an old Red Hat bugzilla entry for the same problem:

According to them, the bug was fixed up-stream months ago, so I'm
guessing that Ubuntu has retained an out-dated version of EOG, and you
may want to update it to fix this bug.
