  Unable to login for Recommendations

Status in software-center package in Ubuntu:
  New

Bug description:
  Can login the get Recommendations from the Software Center. Also, apparently, because of this I can not evaluate/rate any application that download/install from the Software Center. I see that other people are rating software, so why can't everyone.
  I am beginning to loose confidence in Ubuntu.
