Title:
  Panel does not respect bluetooth settings

Status in “gnome-control-center” package in Ubuntu:
  Confirmed

Bug description:
  When bluetooth is set to off, it will forget this setting on the next
  session login. Same when wireless is enabled/disabled. This is on
  unity.
