Thank you for your bug report. That's more an issue with gtk+ and CSD
... is there a real usecase to ping nautilus on top though? I can see
how it's useful for playing a video, unsure about the file manager
though

Bug description:
GNOME’s idiotic use of client-side decorations in Nautilus means that
I can no longer right-click the top area of the window and select
“Always on top”. If you right-click the top bar, Nautilus only gives a
“Close” option. Ridiculous.
