[Bug 1534085] [NEW] System Settings legal text contains a 404 link and some inaccurate wording about online searches

The file <file:///usr/share/unity-control-
center/searchingthedashlegalnotice.html> that we distribute with unity-
control-center contains a link to
<http://www.ubuntu.com/privacypolicy/thirdparties> that now 404s.

It also refers to "Unless you have opted out (see the “Online Search”
section below)" and "You may restrict your dash so that we don’t send
searches to third parties and you don't receive online search results"
that could do with being refreshed given our changes to disable online
search by default.
