Thanks a lot. Shouldn't we add back the single quote somewhere, though?
I realize the regular Russian key map doesn't contain it, but the
phonetic flavors do. We could perhaps make room for it on the number
layer by moving the ampersand to the symbols layer.

Bug description:
  When using Onboard with the Small layout, the layout for Russian is missing the letter Cyrillic Ж (je).
  Steps to reproduce:
  1) Set up the input in Russian language in the System Preferences.
  2) Start Onboard
  3) Switch to Russian language
  4) The last letter in the second row should be Ж (je) for Russian, not ' (apostrophe).
