  desktop-file-install doesn't treat tilde ~ properly

Bug description:
  I ran this command:

  desktop-file-install firefox.desktop --dir=~/.local/share/applications

  It has created a folder named '~' with subfolders instead of expanding
  '~' to the path of my home folder.
