  Periodically, I see bursts of process creation and cancellations from
  hal-acl-tool. E.g.

  Apparently, hal-acl-tool creates a sequence of processes to run polkit-read-auth-helper,
  processes that last few milliseconds. This occurs periodically, slowing down applications.
