Oh, and to be sure it isn't the failure of my target action, I also
tried /bin/true and /usr/bin/xeyes.

Status in “gnome-control-center” package in Ubuntu:
Incomplete
Bug description:
Under gnome-control-center's Keyboard > Shortcuts, trying to set a
shortcut with a XF86 key does not work.
Edit: This is now fixed however the system is not using the XF86
hotkeys that were set with gnome-control-center.
