Same problem on 14.04.3 with all updates applied. Logging out and back
in clears it (although that's not always an option)

Bug description:
  I've seen other users having problems with that the trash appears
  empty even though it isn't. I have the opposite problem: my trash icon
  on the desktop always appears full, even if empty.
