  Modem manager and its frontends should provide a way of turning off
  usb modems

Bug description:
  Binary package hint: modemmanager

  Usually, is better to turn off usb modems before removing them. That's
  why modemmanager should support this feature, which should be
  supported also by knetworkmanager and nm-applet, giving end users an
  easy way of safely removing their devices.
