Title:
  installation failed on "configuration" step.

Status in libutempter package in Ubuntu:
  Fix Released

Bug description:
"dpkg --configure -a" failed on libutempter0. It tries to create a
group "utempter", which exists in my LDAP groups, but not local
  groups.

I can see a utempter group by

$ getent group | grep utemp
  utempter:*:35:

However, local /etc/group file does not contain utempter. I believe
this bug is similar to rpcbind bug which showed up in previous Redhat
  versions (https://bugzilla.redhat.com/show_bug.cgi?id=462533).
