I just tried installing libhttp-dav-perl in software-center trunk r2338,
and it worked fine.

>From the error message it looks like a problem with dpkg, rather than
USC itself. Moving there.

Some intrepid tester could (1) produce a test case .deb in which the
"files list file" is missing a newline at the end, (2) try installing it
with dpkg, and (3) try installing other packages afterwards. Even if (2)
doesn't work, (3) should.
