[Bug 697504] Re: Submit Review sign in hangs when no connection

- If you click on the hyperlink to start a review when there is no internet connection the 'Signing In' spinner screen of the submit review window hangs, continuing to spin and not advising the user that it has not been able to sign in.
+ 1. Go to the software item screen for something you have installed, and choose "Write a review".
+ 2. Sign in to Ubuntu SSO if necessary.
+ 3. Cancel the review process.
+ 4. Disconnect from the Internet.
+ 5. Before "Write your own review" becomes insensitive, click it again.
+ 6. In the review dialog click "Cancel".
  
- Furthermore, clicking on the cancel button doesn't work from this
- situation and the only way to exit is to close the window.
+ What happens:
+ 5. The 'Signing In' spinner screen of the submit review window hangs, continuing to spin and not advising the user that it has not been able to sign in.
+ 6. A traceback: "ServerNotFoundError: Unable to find the server at login.ubuntu.com".
  
- Attached file shows tracebacks for both issues.
+ What should happen: either
+ * the review dialog should not appear until you are already signed in (compare bug 851108); or
+ * the review dialog should close automatically if (a) you aren't signed in and (b) there's no Internet connection.
  
- Steps to re-produce (assume SSO has already been authenticated with a password prior)
- 1. Run Software Center (using run_against_rnr_Staging_env.sh)
- 2. Get Software > Accessories > 7-zip
- 3. Disconnect internet connection
- 4. Click hyperlink saying 'Be the first to review'
- 5. Submit review window appears saying 'Signing In' with a spinner.  Exception traceback is written to terminal due to inability to connect to server.
- 6. Press Cancel. Nothing happens, exception traceback is written to terminal.
- 7. Press X button on submit review window to close.
- 
- Expectation:
- 1. Failure to sign in should alert user to problem in GUI.
- 2. Cancel button should destroy window.
