Title:
  lightdm 0.9.6-0ubuntu1 does not read/respect a .pkla
  in/var/lib/polkit-1/localauthority/50-local.d

Status in “lightdm” package in Ubuntu:

Bug description:
  Particularly during dev I place a .pkla in that location to avoid having to constantly auth some common actions like synaptic, ect.
  This has always worked fine until todays lightdm upgrade.
  Downgrading to previous lightdm restores use of the .pkla
