  Ubuntu Software Center doesn't work offline

Status in “software-center” package in Ubuntu:

Bug description:
  Binary package hint: software-center

  I have a Dell netbook that I use while on a bus, away from Internet
  access.  Often I discover a package in software-center that I want to
  install as soon as I get home, get to work, or get into a restaurant.

  Steps to reproduce:
  1. Disconnect from the Internet.
  2. Open Ubuntu Software Center.
  3. Search for sqlite.
  4. In the search result for SQLite database browser, choose Install.

  Expected result:
  The package is queued for download.  The next time I connect to the
  Internet, Update Manager runs and includes the package in its list.

  Actual result:
  Failed to download files
  Check your Internet connection.

  It's no biggie, but a package wishlist is on my wishlist.
