Interessting, when I run "software-center --force-rtl" with a ltr locale the output looks ok. Running with 
LANGUAGE=he software-center seems to be ok as well.

But if I generate a "he" language cache with
$ sudo LANGUAGE=he update-software-center
and then run
$ LANGUAGE=he software-center

I can indeed reproduce the bug for some apps (like vlc).

Bug description:
  This is likely a regression of Bug #733087 fixed in Natty.

  Here are a couple of screenshots from the software center, Hebrew
  (RTL) environment:

  As you can see, some texts are not properly right aligned - they seem
  to be a little shifted to the left. When this happens on lines that
  display the stars (ratings), the texts overlap.
