I've now specified this: a "For Software Developers" item in the "Help"
menu.

Bug description:
Binary package hint: software-center
User story: You are a software developer. Trying out Ubuntu Software
Center, you think "How could I get my application in here?" Somehow,
USC makes this obvious.
So, as soon as <http://developer.ubuntu.com/myapps> exists, Ubuntu
Software Center should link to it somewhere. Where exactly that link
should go, I'm not sure yet. Maybe an unobtrusive place in the lobby
screen, or maybe an item in the "Help" menu.
