[Bug 692980] Re: Layout switcher does not switch by shortcut

It is expired, but still is not fixed. New Use case to show bug found.

HISTORY:
I set Keyboard Preferences to 2 keyboard layouts: USA, Rus (Russia).
Shortcut for layout switching is set to Alt+Space.
When I press shortcut it cycles through the layouts normally, no matter which Alt is pressed Left Alt or Right Alt.
Current keyboard layout is changed every time I press a shortcut.

ACTION:
I add Fin (Finnish) to keyboard layout list.

ACTUAL:
When current language set to USA, pressing Alt+Space shortcut, it switches to Rus as expected.
When current language is not USA, pressing Alt+Space shortcut, does not affects current language.

EXPECTED:
When current language set to USA, pressing Alt+Space shortcut, it switches to Rus.
When current language is not USA, pressing Alt+Space shortcut, it switches to next keyboard layout (FIN).

DETAILS:
I can switch current language with a mouse.
Both shortcuts (LAlt+Space/RAlt+Space) don't work normally when Latvian keyboard layout is available.
Ctrl + Shift shortcut is not affected and still can be used.
Deleting FIN (Finnish) layout fix shortcut behavior.

** Changed in: gnome-applets (Ubuntu)
