Bug description:
  Binary package hint: gnome-control-center

  In GNOME Control Center, under "Date and Time" panel, the "Network Time" switcher is enabled. But since Ubuntu doesn't include ntp on CDs, most of users don't have it installed.
  Either this option should be disabled for them, or switching it on should install ntp.

  TEST CASE:
  1. From a terminal launch the datetime g-c-c applet
   $ gnome-control-center datetime
  2. Click on 'Unlock' and enter your password
  3. Click on the "Network Time" switch

  Result:
  The following message is displayed on the console
  (gnome-control-center:13825): datetime-cc-panel-WARNING **: Could not set system to use NTP: Error spawning 'service': NTP init script not found at /etc/init.d/ntpd nor /etc/init.d/ntp
