[Bug 823610] Re: nm-tool lists devices and access points but nm-applet lists only enable networking/wireless
This is fixed in network-manager-gnome 0.9.0-0ubuntu2.

network-manager-gnome 0.8.9997+git.20110726t113022.cc3d423
nm-applet blongs to network-manager-gnome which seems to be
represented on launchpad by network-manager-applet
I expect to click on the network-manager applet and have a selection
of wired and wireless networks to connect to. Instead both left and
right click result in a menu consisting of:
(check) Enable Networking
(check) Enable Wireless
(grayed out) Connection Information
Edit Connections...
The icon for the applet appears to be a monitor with a red 'non' sign
in it.
