Upgrade from 1:3.1.91-0ubuntu8 to 1:3.1.92-0ubuntu1 solves the issue,
this is fixed now, thanks.

Bug description:
  TEST CASE:
  1. Setup a proxy
    1.1 Launch gnome-control-center
    1.2 Navigate to 'Network / Proxy'
    1.3 Select 'Manual' and fill the proxy fields with valid values
  2. Click on 'All Settings' to go back to the main gnome-control-center screen
  3. Navigate to 'Network / Proxy' again

  Result:
  HTTP proxy IP address is empty.
