This is a side-effect of the evil Broadcom drivers; marking as a
duplicate of bug 539300.
Note, this has been fixed in the Maverick release and later.

While I'm connected to a working wireless connection, network-manager
shows the disconnected icon in the panel. During the connection
process, it cycles through all the right icons.
