As far as I can tell (but before asking upstream), it seems to me like
this is probably expected behavior, since the list could be quite large.
As soon as you start typing in something, results will start displaying.

  Address book is empty when composing new email

Bug description:
  When composing a new email, and clicking the "To" button to select a
  contact from the address book, the window that pops up doesn't display
  any contacts, no matter which address book I select. See attached
  screenshot.
