Title:
slow-keys dialogue pops up underneath and is modal

Status in GNOME Control Center:
  Fix Released
Status in “gnome-control-center” package in Ubuntu:
  Fix Released

Bug description:
For Asscessibility GNOME has a slow-keys feature that allows the use
of the keyboard without having to hold down modifier keys such as
shift or ctrl in combination with the main key.

This is activited by holding down the 'shift' key for more than 8
seconds. At this point the slow-keys dialogue is loaded and grabs all
further keyboard input. However it is currently popped up
*underneath* other windows (in the "background") leading to confusion
about why the keyboard has stopped functioning.

The only way to get out of this is to use the pointer to raise the
dialogue from the taskbar at the bottom of the screen and then press
  the OK key.
