Bug description:
  I have my mouse cursors set to a larger size, and that works great,
  but the tooltips in most programs tend to pop up behind the cursor,
  obscuring the first word.

  And you can't move your mouse to read it -- the tooltip will
  disappear.

  I think the tooltip-display-algorithm should look at the mouse
  cursor's size when determining where to display.
