I can't confirm this with today's Ubuntu Oneiric so I'm going to go
ahead and close this bug report.

Bug description:
gnome-control-center 1:3.1.5-0ubuntu4, compiz
1:0.9.5.92+bzr2791-0ubuntu1, Ubuntu Ocelot
1. Go to "System Settings" > "Appearance".
2. Change the theme.
What happens:
* The interface, monochrome icons, and menu bar change color.
* Window title bars don't change color.
Theme changed not fully. See screenshot.

The problem remains if you log out and log in again, suggesting that
it is a problem with gnome-control-center rather than with Compiz.
