Reassigning to gnome-settings-daemon, as that is the package containing
the string and displaying the notification, it seems to have nothing to
do with notify-osd, as that's only used to display the string provided.

  This "funny" bug occurred to me today: Having set my system language
  to English, but my regional settings to Germany, notify osd displayed
  the huge message when my laptop's battery was almost dead. See the
  screenshot.
