is that still an issue? is your user an admin one? it seems you don't
get the polkit authorization or the service is not running

  cannot change any system settings

Status in “gnome-control-center” package in Ubuntu:
  Incomplete

Bug description:
  I want to change the time for example. The "unlock" button is not
  clickable. This problem is systemwide. I cannot enter my WiFi network
  because I cannot "unlock" the window. I am not prompted to enter my
  password.
