cant install or remove software untill package catalogue is
repaired... but fails to repair!

Bug description:
Binary package hint: software-center
clicked install for "lucida truetype fonts (from the sun jre)
came up with an agreement that i didnt click yes, then i went back
and now it is installed but i am locked out because i dont have the rights.
it shows like it is installed but when i click the button remove i get messages telling me
the package catalogue needs to be repaires... i click repair and it fails.
it sugests : apt-get install -f
but this doesnt work nor does: sudo dpkg-reconfigure debconf
it gave me the following message boxes:
- Failed to run /usr/bin/software-properties-gtk '-n' '-t' '65011729' as user root.
- The underlying authorization mechanism (sudo) does not allow you to run this program. Contact the system administrator.
i am not great with computers and i have no idea what it means or how o fix it! please help
