long delay when accountsservice is not present

Bug description:
With 1.0.0, when accountsservice is not present, both lightdm startup
and login are really slow. Looking at the logs (I don't have them
handy, will make a copy/paste later), in both cases there's a timeout
trying to reach the dbus service (which is 30s or so, I guess), then
the process continue normally.
