[Bug 649809] Re: the session settings manager can try starting before the login screen one exits

Upstream are removing the fix while developing the next major version of
gnome to see if it comes back so this bug should probably remain open
for the time being.

Bug description:
On recent configurations it can happen that the session settings
manager try starting before the login screen one exit leading to have
no theme set in the session (nor other settings gnome-settings-daemon
is applying to the user configuration)

The .xsession-errors log contains that error on configuration hitting
  the issue:

"** (gnome-settings-daemon:1941): WARNING **: You can only run one
xsettings manager at a time; exiting"
