That configuration dialog is deprecated in GNOME3 and Oneiric so closing
the bug, feel free to open new bugs about other issues you might find
though

  Network Proxy Preferences locations doubled

Status in “gnome-control-center” package in Ubuntu:
  Invalid

Bug description:
  In Locations tab in Network Proxy Preferences Dialog the entries which
  you add become doubled after selecting desired location entered
  previously.

  I observed that behavior  in Jaunty amd64 current alpha.
