Bug description:
  Binary package hint: gnome-control-center

Since Unity with Ubuntu 11.04, there's no way to enable desktop
effects w/o Unity. The tab in gnome-appearance-properties is missing,
and setting Compiz as window manager in GConf doesn't work either.

A workaround is adding "compiz --replace" as a startup application,
but it would be nice if we had an easier and more consistent option
  again.
