That configuration dialog is deprecated in GNOME3 and Oneiric so closing
the bug, feel free to open new bugs about other issues you might find
though

Bug description:
  In System->Preferences->Appearance we can change just about everything (Wallpaper,Fonts,Theme) EXCEPT screensaver.
  Merging "Screensaver" into "Appearance" will keep things tidier and lessen the menu entries in Preferences.
  Also, most new users coming from Windows, would expect to find them all in the same window. 

  The GUIs of Appearance and Screensaver have almost the same size by
  default, so it should be easy to convert Screensaver into an
  Appearance tab.
