That configuration dialog is deprecated in GNOME3 and Oneiric so closing
the bug, feel free to open new bugs about other issues you might find
though

  gnome-display-properties hangs if authentication is refused

Status in “gnome-control-center” package in Ubuntu:

Bug description:
  Binary package hint: gnome-control-center

  I try to enable a second monitor without the same image on both
  monitors, and am told that a config file needs to be edited to extend
  the virtual display. If I say "yes" but then cancel the authentication
  request, the application hangs and requires a force kill.
