thank you for your bug report, the applet is deprecated in GNOME3
though, that's not a bug but an upstream choice

  After upgrading from Ubuntu 10.04 to 11.04 I missed the dictionary
  applet. I finally figured out how to install it but it was still not
  available as an applet.
