[Bug 835557] Re: Icon theme settings are missing
Thank you for your bug report, that's a GNOME design decision though,
they recommend installing tools like gnome-tweak-tools if you want to do
those sort of customization

Status in “gnome-control-center” package in Ubuntu:

Bug description:
gnome-appearance settings or control-center module missing for icon
theme setting... there is no way to switch the theme other than using
dconf-editor.
On anther note, after changing themes and rebooting, the change does
not hold and system reverts back to default theme.
