  Keyboard shortcuts Ctrl-... do not work in many programs

Status in “libxklavier” package in Ubuntu:
  New

Bug description:
  Binary package hint: gnome-control-center

  When keyboard layouts order is [ru winkeys, us] shortcuts with Ctrl- do not work in at least the following programs:
  - OpenOffice
  - Pidgin
  - Empathy
  - InkScape

  Hardly found a solution:
  http://forum.ubuntu.ru/index.php?topic=94620.0 (russian)

  As suggested I changed keyboard layouts order to [us, ru winkeys]. Now
  it works fine.
