Status in “evolution” package in Ubuntu:
  Expired

Bug description:
  Binary package hint: evolution

  When replying / forwarding email, signature is placed at end of
  message, even if inline or quoted format is specified.  I believe that
  in older versions it was an option to either place at end or include
  immediately at the bottom of the message that you are typing.
