sudo apt-get remove network-manager

is a simple work around

Title:
  Network Manager overwriting /etc/resolv.conf with no information when
  static IP configured for ipv4

Status in “network-manager” package in Ubuntu:
  Confirmed

Bug description:
  After a reboot, /etc/resolv.conf is blank and only contains the line

  # Generated by NetworkManager

  The computer is configured for a static IP address using (in XFCE)
  Settings -> Network Connections and contains a valid DNS entry.

  In order for the computer to access the internet, I must edit /etc/resolv.conf and insert
  nameserver 8.8.8.8
