Opening a new tab doesn't fix it for me.  (Nautilus 3.2).

Bug description:
  Binary package hint: nautilus

  Open a nautilus window.

  1) Press ctrl+L, the location bar opens.
  2) Press it again, nothing happens

  I would expect nautilus toggling away the location bar, restoring the
  buttons navigation bar
