Title:
  Broken Empathy systray message notifications

Status in “empathy” package in Ubuntu:
  Confirmed

Bug description:
Since upgrading to 11.10, I've noticed that Empathy is no longer
notifying me when a new chat message is received. The OSD
notification still shows up. However, if I'm in a different window
the envelope icon in the tray does not indicate I have "missed" any
messages (in 11.04, it use to turn blue if I was in a different window
when a new chat message arrived).

I think I've seen the icon turn blue if the missed message was the
first chat message of the session.

If this new behaviour is not a bug, it is certainly a giant usability
  step backwards.
