  apport-gtk window launcher by apport-collect is tiny and cannot be
  resized

Bug description:
  In a Lubuntu Desktop session on an Oneiric i386 system with lubuntu-
  desktop 0.28, openbox 3.5.0-0ubuntu3, and apport/apport-gtk
  1.23-0ubuntu3, I ran apport-collect, which launched apport-gtk.
  apport-gtk's window was tiny and could not be resized, making it
  extremely difficult for me to view the information that was going to
  be submitted.

  I do not generally experience this problem with apport-gtk. For
  example, I then invoked ubuntu-bug with the first apport-gtk
  instance's PID, which (as expected) launched a second instance of
  apport-gtk to report this bug. That instance of apport-gtk had a
  properly sized window, which I was able to make even bigger in the
  usual way.

  The problem is illustrated by the attached screenshot. The original
  apport-gtk window (launched by apport-collect) is the one on the
  upper-left, while the second, properly functioning apport-gtk window
  (which I used to initiate this bug report) is the one on the lower-
  right.
